Indeed ... I double checked it:

NC_MAX_VAR_DIMS decreases but it seems that the NC_MAX_DIMS increase makes up for it.

Perhaps we should leave the change for later on (I have no hurry for porting the exodusii stuff). But testing the patch with real world applications and other platforms would be good.
