There should be a way in the base system to upgrade packages. pkg_add refuses to replace an installed package with a newer version. With the -fF option (the need to use -f with -F is undocumented), I end up with both the old and the new version installed. Portmanager and portmaster don't seem to support use of binary packages. Portupgrade doesn't understand PACKAGESITE which pkg_add does (it thinks : separates directories, so specifying an ftp:// site is impossible).

The other BSDs have an -u option of pkg_add which could be considered. The need to manually set a PACKAGESITE should be eliminated.
