It appears there's an extra line in /usr/ports/MOVED from this last commit:
http://www.freebsd.org/cgi/cvsweb.cgi/ports/MOVED.diff?r1=1.1584&r2=1.1585
Which causes portupgrade to throw this error:
portsdb.rb:119:in `fill': MOVED file format error (PortsDB::MOVEDError)
Google search brings up this thread:

and removing the last line ("clearly not used") in /usr/ports/MOVED 
seems to fix it
