p5-Encode (p5-Encode-compat provieds a compatible layer for older
perl) provides methods for converting between different encodings
and perl's internal (Unicode) from/to specified encodings.
In addition, piconv (perl's reinvented iconv) uses Encode module.
These two modules are thus more suitable to converters instead of
devel.
I'm the maintainer of p5-Encode, and tobez@ (p5-Encode-compat's
maintainer) also agrees:
