ports/96706: Remove port ftp/proftpd-mysql

Hello,

In fact, DTC has evolved A LOT since, and I'd be very happy to have help 
to improve the BSD port. I feel sad that nobody cared of the last sendpr 
I sent. Our control panel is now the only real open source alternative 
to commercial projects, as the main author of VHCS has decided to go 
away a bit. Is one of you available for helping under FreeBSD?
