I received following answer (PR 106803):

According to "Host Integrity Monitoring Using Osiris and Samhain" from Brian Wotring osiris consists of THREE components:
1. scan agent
2. management console
3. cli
Other packaging systems like Debian have 3 packages available,
one for each component.
Why is this NOT possible in FreeBSD?
PS: Thanks for closing PR 106803 without considering my feedback!
