[MAINTAINER UPDATE] net/balance 3.32 -> 3.34

Changes:

A new "autodisable" option has been added (-a), so that a channel
needs to be manually re-enabled after a failure. Syslog logging has
been added for reporting this event. A new option -M has been added,
instructing Balance to use memory mapping instead of shared memory
for internal IPC. The manual page has been updated.
