ports/79046: x11/kdebase3: kcontrol is empty, no prefs dialogs

 CONFLICTS is reserved for actual file collisions (two ports install the same 
 file into the same location). I have no idea why KDE tries to parse contents 
 of ~/.config, it might be some kind of legacy KDE configuration directory.
 
 Please file a bugreport about it at http://bugs.kde.org, since it's not a 
 FreeBSD specific issue and needs upstream fixing.
