ports/84254: update port: textproc/redland to install libtool .la files

The maintainer of redland-bindings wants the .la files to make the Java option 
of that port work.  I don't want to copy private email into the PR, but I'll 
CC: him so he can choose to reply himself.

PS: Be welcome to forward the thread if you like, Russell, there's nothing 
private about it from my perspective, but I don't want to make such a decision 
for other people....
