Misfiled followup to ports/76185.

The problem with following up to PRs that are filed with GNATS is that
people are following up to the original email (i.e. before GNATS has
seen it and added its 'ports/76185' tag to the Subject).  Thus, when
the reply comes in, GNATS doesn't know how to file it, and instead
creates a new PR in 'pending'.

This is a flaw in the design of GNATS IMHO.

Perhaps instead of asking submitters to Cc: the maintainers of the
port directly from send-pr, we should be asking them to forward the
email to the maintainer once it gets posted to freebsd-ports-bugs?
I don't know.
