ports/62857: portinstall / portupgrade -N doesn't do a prior upgrade of required ports

Sometimes a portinstall fails because a dependent ports is too old. However according to the man page all dependent ports / packages should 
be updatet prior the installations. This doesn't seem to happen.
I recently tried to install Inn 2.4.1, which failed with the follwing
output:

Stop in /usr/ports/devel/gettext.

Stop in /usr/ports/news/inn.
** Command failed [exit code 1]: /usr/bin/script -qa /tmp/portinstall481.0 make -DWITH_TAGGED_HASH
** Fix the problem and try again.
** The following packages were not installed or upgraded (*:skipped / !:failed)
        ! news/inn      (unknown build error)

Just do some installation. It occurs sometimes.
