ports/56756: bogus patch on emulators/twin

There's another bogus patch (patch-windows+Makefile.in), pointed hat was mine!

As a summary:
Please remove 
     patch-tools+rc+cmdline.c
     files/patch-windows+Makefile.in
also remove WWW site as it changed to something unrelated.
