ports/60580: upgrade ports/devel/py-sip to 3.9

I would reject them, too. Because  I've already prepared the updates both for 
py-sip and for py-qt. I'm going to submit them in an hour or two.

Moreover, the author of SIP suggested to use SIP v4rc1 instead of SIP v3.9 
(regardless the RC version number). So, I've prepared the port following his 
recommendations.
