The problem was with /var/db/pkg, it had some missing +CONTENTS files for a couple of installed ports. This made the install process fail.

I just created empty +CONTENTS files using touch(1), and
then run pkgdb -F. Now, although the contents files are not
complete (they do not contain a list of installed files),
they do contain an origin.

I can install ports now. So I would suggest closing the PR,
and sorry for the noise.

If you have suggestions as to how recreate the +CONTENTS
files for installed ports using cvsweb, they're welcomed.
