suid binaries

Hey, another couple potential bugs here. After updating to base
packages, noticed that some binaries aren't installed suid anymore:

-r-xr-xr--  2 root  wheel  15432 Apr 29 15:18 /sbin/shutdown

Also /usr/share/zoneinfo/zone.tab and related files aren't installed,
even if I run make distribute and copy those bits over.
