Package missing in new 'quarterly' of 11.0

Hi,

I just tried to install openntpd using pkg and found is was missing in de latest quarterly (as used by pkg by default).

See http://portsmon.freebsd.org/portoverview.py?category=net&portname=openntpd
and follow the link to the quarterly 11.0 AMD64 package: Not found.

I can't find any specific reason why openntpd was removed or did not build.
