pkg 1.8.4 seems to want to reintall lots of packages

All of the sudden, pkg seems to want to reinstall lots of packages, but
it doesn't say why.

It did the same thing a few days ago, when there were also only a
handful of packages that needed to be upgraded.
I'm using my own private repository.
