Upgrading sets of packages?

Just to pick one little bit out of your post:

It is odd.  Even odder is that you can achieve the affect you want by
"pkg install pkgname" even if pkgname is already installed.

This is, I believe, going to change with pkg-1.3 where we have a new
solver -- the 'install' and 'upgrade' actions will become pretty much
freely interchangeable.
