I'm not sure I understand You, but have you read the CARP section in pf FAQ?
It says:

"CARP is the Common Address Redundancy Protocol. Its primary purpose is to
> allow multiple hosts on the same network segment to share an IP address."

I think You think that one must have two IP addresses to get redundant
failover firewalls with Carp?
