Other than "the real thing" i.e. two boxes and a couple of clients that route 
through them, you might find this page interesting: 
http://www.tcpdump.org/related.html esp. "LibNet" and "TCP replay". Then, of 
course there is VMware, but I have not the slightest clue if that stuff works 
in there - nor am I willing to trace bugs that result from braindamaged 
VMware (setup)errors!
