patch to update the port

- Update 1.81 -> 1.82
Changes are numerous, and include bugfixes.

- "portlint -AC" just warns about non-empty $FreeBSD$ tag.
- Tested at 11.1-release-amd64 with poudriere 3.1.99.20171005, perl 5.24.3 and:
1) openssl from base,
2) openssl from ports.
- Buil-in perl tests in a clean jail say: "PASS" with both versions of openssl.
