www/twiki has no maintainer

Reading the PerlWeekly [1] I found a new version [2].
"TWiki-5.1.2 Released: Rock Solid. Usable. Fun."

Version in ports is 4.2.4 and has no maintainer.

Twiki has a large userbase, so I think it's time
to draft a new maintainer. :)
