I didn't actually change the default version 5.12.4 WAS and is the default.

I didn't change the default version b/c as the -exp run showed,
something like 6 ports remain to be fixed.  The fact that we missed the
'else' (default) case is another story. At this point restoring the old
version is going to cause large scale breakage for anyone actually using
them though b/c the PERL_LEVEL conditionals are gone.
