category for devel/p5-Encode

Hi,

I'm the maintainer of devel/p5-Encode and wondering if converters is more
suitable for p5-Encode (and p5-Encode-compat, maintained by tobez@).
Encode module handles character encodings, and can be used to convert
between different encodings.

How do you think about this?
