PREFIX variable not used for perl ports?

No. There is no other variables for this.
This is one of many "stranges" (or bugs if you like) in perl build system.

I'd like to deal with them. But after bsd.perl.mk will be extracted. 
(PR/55515). I know, kuriyama@ is working with it now.
