decreasing interrupt CPU load

If you try standard packets e.g. an unlimited single ftp transfer
does it limit to HZ interrupts / s? That's what I see when just looking
in systat ( vm ) without this its around 4000 -> 6000 i/s
depending on if link0 is active.
