This is not a bug but an internal stuff.

LibreOffice uses own interface rendering system which connected to
gtk/qt/kde/winapi/cocoa via VCL (visual component library). Inside VCL external
toolkits used not as full interface but as under-layer library to draw only
needed components. 

Some shared resources (toolbar color theme, buttons style, for example) can
sync style with system global but all other settings are system independed and
can be defined by own LO settings/theme
