This patch takes care of two things:
1) it sets USES=localbase:ldflags, instead of manually specifying CPPFLAGS and
LDFLAGS,
2) it adds USE_CXXSTD, which fixes build on arches using GCC.

Tested on amd64 and powerpc64.
