Problem with aspell update

The recent update to aspell allows the option of building the ispell
wrapper. This produces a conflict with the actual ispell port, but
there were two CONFLICTS statements added, one is correctly
conditional on the ispell wrapper option, but the other is
unconditional. Could the first be removed so that port can be
installed with ispell?

I've filed PR ports/172131 on the issue.
