Short guess: you are trying to login as root? Thats disabled because of 
security reasons. create a user, and put the user in the wheel group so 
that that user is allowed to su.

When its a different problem, try connecting with ssh -v, and post the 
results to freebsd-questions, there they are better suited because of 
direct debugging...
