Unfortunately I cannot stop web-server for a long time. But I can make short
test. Is that would be correct test case when I stop nginx and kill all
established TCP sessions use tcpdrop?

Offtopic: please check PR 253066. I'm trying to test RACK on 13-STABLE and hit
the bug which blocks me.
