I've unfortunately converted the affected machine into a squid proxy server, so
I removed X11, Wine, etc and run the unit headless on 12.1-RELEASE.  I figured
there was something oddball with RACK on this platform, so I reverted back to
the stock TCP stack and use CDG for congestion control.  The em0 interface on
this thing also has other issues, such as with jumbo frames, so I am treating
it very conservatively until 12.2-RELEASE comes out with hopefully a lot of
networking fixes.
