Nice findings. Thank you for your work. Making ipfw/dummynet work well
under higher freq is much needed and very useful.

Does the branch fix (or help) with the problems reported by Rasool?

If so, is it possible for you to have a patch that can be applied against
-head? Unsure about others but it'd be easier for someone like me to test.
