REVISION SUMMARY
  These messages are sent by the PF to change configuration related
  to the hardware vlan filtering and stripping.  If a VF is
  subscribed to one or more vlans then the vlan header will be
  stripped by the hardware, and other vlans will be filtered in
  hardware.
