I was incorrect about the Tx/Rx queues for ixgbe:

-igb-
82575 -   4 Tx/Rx,   4 RSS
82576 - 16 Tx/Rx, 16 RSS
82580 -   8 Tx/Rx,  8 RSS
i350  -      8 Tx/Rx,  8 RSS
i210  -      4 Tx/Rx,  4 RSS
i211  -      2 Tx/Rx,  2 RSS

-ixgbe-
82598 -   64 Rx/32 Tx, 16 RSS
82599 - 128 Rx/Tx,      16 RSS
X540 -   128 Rx/Tx,      16 RSS
