[vge] VIA VT6130 only auto negotiating to 1000baseT after down/up

My fault, after add ifconfig_vge1="up", vge1 works great.

I see  "Link auto-negotiation speed 100M bps full duplex" in the
machine connected to it at reboot. Thought it were auto negotiated
by FreeBSD. In fact it comes from BIOS.
