/etc/sysctl.conf, not just /etc/sysctl

I had the impression that all this /etc/devfs.{rules,conf} stuff
was connected to the fact that lysergius wanted to keep the things
over reboots. Otherwise simple 'chmod <whatever> <wherever>' will
go. No?
