Our delayed ack implementation used to be slightly broken, but this was
fixed around 4.5 or so, and is no longer an issue.  Everything should be
good now, so it should be best to leave delayed acks on.

There may be some specific situation in which disabling delayed acks
helps, but I would wager that most people offering this advice are just
parroting something they heard.
