VLC 3.0.1 port for review

Hi,

whoever has some time, feel free to review a port update for vlc at
https://reviews.freebsd.org/D14842

Note that you have to disable V4L option for now, otherwise the build will fail.
Comments and patches (if possible, directly in the phabricator link
above) are welcome.

Would be nice to get this into the ports tree before 2018Q2 is
branched next week!
