[CFT] Early draft: Update multimedia/vlc to 2.2.3

Hi,

on https://reviews.freebsd.org/D6373 I have prepared an initial draft
to update multimedia/vlc to the latest upstream version.

The current draft
- is a minimal change to get it to build
- does build, install and deinstall cleanly on stable/10 amd64
  (checking builds on other archs and versions right now)

Please not that this update does not fix scaling/cropping issues with
the qt5 version, see
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=208185
because this requires a patch to qt5 itself.

However, the port is ready for regression testing by regular vlc users.
