Sound OK using built-in speakers, but loud "static" with headphones

I raised this issue on the Dell support forum; see

for details if you're so inclined.

As that sequence illustrates, I tested using the vendor-supplied MS
environment, which was able to produce tones in the headphones, but
without the loud hissing/static noise.

So... what might I do to help fix this?  I'm happy to test changes/hacks
to code, but I'll need a clue as to where to hack....
