Are you trying to capture DVB, or analog (SVHS)?

You will need to try an application that supports v4l/v4l-dvb,
depending upon which you wish to capture. For dvb, you will also need
a channels.conf with tuning data.

mplayer can do both, as long as it is compiled with the right knobs.

mplayer tv://....
mplayer dvb://...

Check the mplayer manual for full options for both of them. This site
