Have you seen the other threads about pvrxxx and FreeBSD 8.x in this mailinglist?
It has been a while now, but the last time I tested (with my PVR-500 card) channel change worked on 8.x.
Note: I use frequency as input, not channel "name", in case that matters.

No, make patch-iicbb is not needed on 8.x.
