gstreamer: 'pkg_create -b' failures

I did the gstreamer update following UPDATING. After that, I tried to 
create packages with 'pkg_create -b' for each of them. Many have 
pkg-plist files that do not match the files installed:

   gstreamer-plugins-dts-0.10.10,3
tar: lib/gstreamer-0.10/libgstdtsdec.a: Cannot stat: No such file or 
directory

Or are these files missing a side effect of not doing the package 
building in a tinderbox? (Something like ports/130891 maybe?)
