-Its closed-source nature
-ratDVD was not directly supported in popular Windows video and DVD  
players, forcing people to use the ratDVD program to play ratDVD files.
-ratDVD files are not a standardized format.
-Being available only for the Microsoft Windows operating system;  
dependent on Microsoft DirectShow

It looks like ratDVD is useless. If you still need it, looks like wine is  
only your best bet or/and you can write a first ratDVD support for
