I lied when I said "this is easy", since at first, I thought this was
about soft volume pcm. There are few codecs that exhibit this same
"problem".

I can provide you with a crude workaround, but it is a _workaround_ .
The _real_solution_ is to implement some sort of relative volume
adjustment, which probably take some time.

Replace your sys/dev/sound/pci/ich.c with:

   http://people.freebsd.org/~ariff/test/ich.c

.. and as I said, *workaround*, not a real fix.
