Help with tv tuner setup

Could someone please help me setup this tuner I have:

bktr0: Leadtek Winfast TV 2000, Philips FR1236 NTSC FM tuner.

I live in Lithuania, here we use PAL system and I guess it's
europe-east channel frequency table. However, scantv can't find any
channels. The tuner is working, I have succesfuly tested it in
windows. I tried these programs without luck: fxtv, xawtv, mplayer.
Could someone point me out, what to try next? Maybe some sysctl
variable must be set? Thanks.
