The makecert(1) installed by Mono is part of the set of tools used to
manage certificates used by .Net applications running in Mono:
cert-sync(1), cert2spc(1), certmgr(1) and makecert(1).
The issue seems to have been fixed upstream by ZeroMQ in 2015:
https://github.com/zeromq/czmq/commit/d6ffdcc11e7feb997302e4982a95bf140ba058a2
I see that 4.0.0 is in RC state, and maybe will ship soon.
