Update to mono and related ports

Hi
Please see below for the details of the latest update to mono and related
ports. In summary:
- USES=mono: minor fixes
- devel/monodevelop: update to 6.2.1.3
- irc/smartirc4net: update to 1.1
- lang/fsharp: update to 4.1.18
- lang/mono: various fixes (2 PRs closed)
- multimedia/banshee: tell portscout to ignore this port
- x11-toolkits/gtk-sharp20: update to 2.12.43
This should bring us back to 100% updated ports (see
https://portscout.freebsd.org/mono@freebsd.org.html) :-).
