You mentioned you were using Sample, then the TX rate shown by
ifconfig is for packets whose size are <= 250 bytes.  Please use
netperf or iperf to do some real measure instead of reading the output
of ifconfig.  BTW, higher TX rate does not necessarily mean you will
have better TX performance.
